APPLICABILITY OF CODE OF ETHICS

QUESTION:

Does the Code of Ethics for Public Officers and Employees apply to such personnel of the Halifax District Hospital as the Executive Director, Mr. Ned Wilford; the Associate Director, Mr. Robert Ohlen; and myself, the General Counsel?

Please find enclosed a copy of a previous opinion of this commission, CEO 74-15. Although, as you mention in your letter, the Halifax District Hospital's Commissioners are appointed by the Governor whereas the hospital board members in CEO 74-15 are not, this distinction is irrelevant to the inquiry answered in this opinion. The rationale of CEO 74-15 is applicable, and your question is answered accordingly.
